Mr Richard Yu (Secretary-General) was invited by the Department of Journalism of Hong Kong Baptist University as the guest speaker at their major course lecture. In addition to introducing the functions and role of the IPCC, he also discussed with students several complaint cases and the use of Body Worn Video Cameras by the Police.

Mr Richard Yu (Secretary-General) was invited by the Department of Journalism and Communication of Hong Kong Shue Yan University to attend their General Assembly and introduced the functions and role of the IPCC. He was also interviewed by the “Shue Yan Media Lab” to discuss the independent and impartial vetting procedures of the IPCC.

At the meeting of Association of Secondary School Heads (Tai Po District), Mr Clement Chan Kam-wing and Mr Richard Yu (Secretary-General) gave a presentation on the statutory functions of the IPCC and the two-tier police complaints system. Both parties also exchanged views on the IPCC school pilot programme.

Mr Herman Hui Chung-shing, Mr Richard Ho Kam-wing and representatives of the IPCC Secretariat were invited to attend a meeting with Mr Boon Tapanadul, the Ombudsman, as well as the delegation of the Office of the Ombudsman of Thailand. Both sides exchanged views on the monitoring and handling of public complaints.

Mr Richard Yu (Secretary-General) was invited by Ta Kung International Media College to give a lecture to the delegation from Yunnan Province Bureau for Letters and Calls. Mr Yu expounded on the work and functions of IPCC, and highlighted the merits of the Hong Kong police complaints system, as well as the independent and impartial review procedures of the Council by sharing real complaint cases.

Mr Larry Kwok Lam-kwong (Chairman), Mr Tony Tse Wai-chuen (Vice-Chairman) and Mr Richard Yu (Secretary-General) met with the delegation led by Mr Su Quangui, head of the Supervision Committee of Guangdong Provincial Public Security Department. The two-tier police complaints system in Hong Kong, as well as the structure and functions of IPCC were introduced at the meeting.

The IPCC Secretariat sent one senior vetting officer and one vetting officer to St. John’s, Newfoundland and Labrador, Canada to attend the annual conference organised by the Canadian Association for Civilian Oversight of Law Enforcement (CACOLE). This year’s theme was “Civilian Oversight – Perspectives from the Inside Out”. The conference provided a platform for attendees to share views on policing and complaint handling issues.
