Current and former chairmen of IPCC, as well as the founding president of the Discipline Inspection Committee of the Security Forces and Services of Macau (CFD), our neighbour special administrative region in the Greater Bay Area that has a very similar culture and background to Hong Kong, will share on the achievements and lessons learnt as the head of the oversight bodies of the area in different eras, and to discuss the role of the bodies over the past years in light of social and public expectation changes.

Heads of oversight bodies of different overseas jurisdictions (Australia, Canada & New Zealand) will share the developments of their respective police complaint system, including the backgrounds, reforms and refinements in light of their respective social landscape and policing culture; as well as the challenges and achievements of their respective oversight bodies.

This plenary session will discuss about a delicate interface between the police and the public – the balance in exercising police powers and respecting legitimate rights of citizens, in the context of both daily policing and public order events / major incidents. Moreover, how the technology advancement (e.g. body worn video cameras and water cannons) has created impact on this area.

There have been voices from the society that IPCC should be conferred with the investigation function. This plenary will discuss whether such function would necessarily bring public confidence and trust, or whether there are some other functions that would help achieve such goal in the Hong Kong system.
Apart from discussing system changes, this plenary will also explore room to enhance trust in the tripartite relationship among IPCC, Police and the public under the current system, particularly through enhancing IPCC’s transparency – including public relations, education and stakeholders’ engagements initiatives. The discussion will also cover how to balance between enhancing transparency and maintaining the duty of confidentiality.
