At the Joint Meeting between the IPCC and CAPO, the Police gave a presentation on the work of Anti-Deception Coordination Centre, and updated the progress of the follow-up work on the 52 recommendations put forward by the IPCC in its Thematic Study Report. After the Joint Meeting, Ms Priscilla Wong Pui-sze, Chairman of the IPCC (centre), accompanied by Mr Clement Chan Kam-wing, Chairman of Publicity and Community Relations Committee (right) and Mr Daniel Mui, Secretary-General (left), met the media to introduce the Council’s 12th Report since becoming a statutory body, and to report the latest complaint statistics arising from large-scale public order events, as well as the progress of vetting investigation reports submitted by CAPO.

On 6 December 2021, Council Chairman Ms Priscilla WONG Pui-sze led a delegation comprising nine Council Members namely Mr Barry CHIN Chi-yung, Mr Clement CHAN Kam-wing, Mr Alex CHU Wing-yiu, Miss Sylvia LEE Hiu-wah, Mr Johnny YU Wah-yung, Mr Roland WONG Ka-yeung, Mrs Helen YU LAI Ching-ping, Dr Daniel CHAN Ching-yan and Miss Mabel CHAN Mei-bo as well as Secretary-General Mr Daniel MUI and Secretariat representatives, to visit the New Generation Report Room of Ngau Tau Kok Police Station. The IPCC delegation was accompanied by Ms Rebecca LAM Hiu-tong, Director of Management Services of Hong Kong Police Force, Ms Anna TSANG Yim-sheung, Assistant Commissioner of Police (Service Quality), Ms Monica AU YEUNG Mun-yee, Chief Superintendent of Police (Complaints & Internal Investigations Branch) and representatives of the Complaints Against Police Office (CAPO).
During the visit, the Police introduced to the IPCC delegation a series of enhanced facilities in the New Generation Report Room including semi-enclosed reporting booths, electronic queuing system for public enquiries and other Police services, as well as the newly installed self-service kiosk. This kiosk offers an additional and convenient platform for the public to make reports of lost property and helps alleviate manpower pressure of the report rooms during peak hours.
IPCC Members also looked at the detention facilities and learnt more about the e-alert system and CCTV system which help ensure the security of detention cells. The Police demonstrated to IPCC Members the operation of the “e-Smart Check”. Rolled out in the second quarter of 2021, the “e-Smart Check” aims to streamline manual procedures in executing daily routines and supervisory checks through digitalisation, whilst enhancing the capability of self-inspection and effective supervision of frontline commanders.

During the event, Council Chairman shared her thoughts on the appointment, whilst Mr Clement Chan briefed the media on IPCC's recent stakeholder engagement activities, production of TV drama and introduced the 28th issue IPCC Newsletter. Mr Daniel Mui also offered the latest complaints statistics arising from the Public Order Events and the vetting progress of complaint investigation reports submitted by CAPO.

The IPCC put forward a series of recommendations in relation to the enhancement of 999 Console in coping with extreme stress to the Police in its Thematic Study Report on the large-scale public order events in 2019, and has been closely following up on the implementation progress of these recommendations. On 17 June 2021, Council Chairman Ms Priscilla WONG Pui-sze led a delegation comprising 14 Council Members, including Vice-Chairmen Hon Frankie YICK Chi-ming, Hon Ronick CHAN Chun-ying and Hon Jimmy NG Wing-ka, Members Mr Barry CHIN Chi-yung, Mr Clement CHAN Kam-wing, Ms Ann AU Chor-kwan, Mr Alex CHU Wing-yiu, Miss Sylvia LEE Hiu-wah, Mr Roland WONG Ka-yeung, Ms Jane Curzon LO, Mr Paul LAM Ting-kwok, SC, Mrs Helen YU LAI Ching-ping, Miss Mabel CHAN Mei-bo, Mr Randy YU Hon-kwan, Acting Secretary-General Mr Daniel MUI and Secretariat representatives to visit the Regional Command and Control Centre (Hong Kong Island Regional Headquarters). Accompanied by Ms Rebecca LAM Hiu-tong, Director of Management Services of Hong Kong Police Force, Ms Anna TSANG Yim-sheung, Assistant Commissioner of Police (Service Quality) and representatives of the Complaints Against Police Office (CAPO), the IPCC delegation examined various enhancements made to the 999 Console as well as manpower deployment and studied how such improvements can fully prepare the Force to handle emergency situations.

Dr Anthony Francis Neoh (Chairman) was invited by the Police Force to speak at the Management Development Programme at the Police Headquarters on 18 May 2021. Themed “Leadership in Public Service”, Dr Neoh shared his experience, thoughts and knowledge gained as a civil servant and serving in the public service sector during his talk.
Police representatives participating in the seminar included Mr Oscar Kwok Yam-shu, Deputy Commissioner of Police (Management), Ms Rebecca Lam Hiu-tong, Director of Management Services of the Police Force, Ms Anna Tsang Yim-sheung, Assistant Commissioner of Police (Service Quality), Ms Monica Au Yeung Mun Yee, Chief Superintendent (Complaints & Internal Investigations Branch), as well as CAPO representatives. More than 200 senior police officers from various districts also attended this event in person or through video conference.
IPCC Vice Chairmen Hon Frankie Yick Chi-ming, Hon Ronick Chan Chun-ying, Hon Jimmy Ng Wing-ka, and Council Members Mr Clement Chan Kam-wing (Publicity and Survey Committee Chairman), Mr Alex Chu Wing-yiu (Operations Advisory Committee Chairman), Mr Roland Wong Ka-yeung (Management Committee Chairman), Mr Paul Lam Ting-kwok (Legal Committee Chairman), Ms Ann Au Chor-kwan (Chairlady of Case Vetting Sub-group 4), Acting Secretary-General Mr Daniel Mui, and Secretariat representatives were also invited to the event.
Using his own career as the backdrop, Dr Neoh elucidated how Management could strengthen team spirit, equip themselves with necessary knowledge, skills, and attitude to become excellent leaders. He also pointed out that as civil servants, one should adhere to the seven Nolan Principles, namely selflessness, integrity, objectivity, accountability, openness, honesty and leadership to serve the community with commitment and diligence.
At the open discussion session facilitated by Ms Anna Tsang, Dr Neoh further explained how to enhance leadership skills and his witty remarks drew rounds of applause from the audience. Dr Neoh also commended the attending officers to continue serving the community with courage and further consolidating Hong Kong’s status as the safest city.
At the end of the seminar, Mr Oscar Kwok Yam-shu, Ms Rebecca Lam Hiu-tong, and Ms Anna Tsang Yim-sheung presented a souvenir to Dr Neoh to acknowledge his significant contributions towards the two-tier complaints system and the service quality improvement of the Force.
