IPCC Youth Day 2019

The IPCC has been reinforcing the statutory two-tier police complaints system by making timely recommendations to improve the services of the Police since its establishment in 2009.

At the same time, the IPCC also continues to proactively leverage on various channels to closely engage with stakeholders. Youth education has always been one of the priorities of the IPCC’s work. In order to rally more support from the education sector, IPCC Members and the representatives from Secretariat met various District Principals’ Associations to introduce the two-tier police complaints system and exchange views on the Pilot Programme. Since the introduction of the School Programme in 2016/17 academic year, IPCC Members and representatives from Secretariat Vetting Team have reached out to secondary and primary schools and shared with students and teachers the complaint investigation reports reviewing principles and procedures through talks, videos, case analysis and interactive games, as well as the rights and responsibilities of complainants. Subsequently, the School Programme was formally launched with valuable comments and support of District Principals Associations. Since the commencement of this well-received School Programme, the IPCC has reached out to over 6,400 teachers and students through 50 visits.



In celebration of the IPCC’s 10th Anniversary as a statutory body, the IPCC Youth Day 2019 (Youth Day) was held on 10 March 2019 at Junior Police Call Permanent Activity Centre at Pat Heung, Yuen Long to mark the beginning of a series of celebratory events, to further expand the coverage of School Programme, and to enhanced IPCC’s communication with the younger generation.

Hon Matthew Cheung Kin-chung, GBM, GBS, JP, Chief Secretary for Administration; Dr Anthony Francis Neoh, QC, SC, JP, Chairman of the IPCC; Mr Stephen Lo Wai-chung, PDSM, PMSM, Commissioner of Police; Mr Sonny Au Chi-kwong, PDSM, PMSM, JP, Under Secretary for Security; as well as other IPCC representatives namely Miss Lisa Lau Man-man, BBS, MH, JP, Chairman of Publicity and Survey Committee; Ir Edgar Kwan Chi-ping, BBS, JP, Chairman of Management Committee; Dr Eric Cheng Kam-chung, BBS, MH, OStJ, JP, Chairman of Case Vetting Sub-group 4; and Mr Richard Yu Koon-hing, CDSM, CMSM, Secretary-General officiated at the ceremony.


The fun-filled event attracted approximately 1,000 visitors, including principals, teachers and participants of the School Programme, as well as JPC members, IPCC Members and Observers, representatives from Policy Bureau, Police directorate, members of District Fight Crime Committees and District Principals’ Associations, and many other stakeholders. The Youth Day offered a wide array of activities including IPCC exhibition, interactive games and adventure activities, through which participants could easily understand more about IPCC’s work and the two-tier police complaints system in Hong Kong.

To tie in with the School Programme, a School Programme Logo and Slogan Design Competition (the Competition) was also organised aiming to encourage students to have better understanding of IPCC’s work through independent thinking and research as well as applying their creativity in the development process. The Competition was well received by schools and nearly 500 entries from around 20 schools were shortlisted. The five-member adjudicating panel for the Competition comprised IPCC Members Mr Johnny Yu Wah-yung and Mr Roland Wong Ka-yeung; IPCC Observers, Mr Kwok Kam-hung (Instructor I of the Department of Chinese and History of City University of Hong Kong) and Ms Sherry Tsai Hiu-wai (Hong Kong outstanding athlete), as well as a renowned Hong Kong designer, Mr Paul Lam. The panel commended the submissions, which demonstrated the creativity and artistic skills of participating students and also resonated well with the theme of the School Programme. A total of 32 individual awards and two highest participation awards to schools submitting the highest numbers of entries were selected. The award presentation ceremony was held during the Youth Day and the officiating guests presented awards to the winning schools and students.
