In view of the COVID-19 pandemic raging in Hong Kong, the IPCC arranged live webcast on the open part of its Joint Meeing with CAPO, with a view to protect health safety of attending members, journalists, staff and the public. After the Joint Meeting, Dr Anthony Francis Neoh (Chairman), accompanied by Hon Tony Tse Wai-chuen (Vice-Chairman), Mr Clement Chan Kam-wing (Chairman of Publicity and Survey Committee) and Mr Richard Yu (Secretary-General), met the media to update the public on the progress of the Thematic Study undertaken by the Council.

At the joint meeting between IPCC and CAPO, the Force gave a presentation on media liaison in riot or chaotic situations and provided an update on the latest arrangement of Police identification during protests. After the meeting, Dr Anthony Francis Neoh (Chairman), accompanied by Hon Tony Tse Wai-chuen (Vice-Chairman), Miss Lisa Lau Man-man (Chairman of Publicity and Survey Committee) and Mr Richard Yu (Secretary-General), hosted a media briefing to update the public on the progress of the Thematic Study undertaken by the Council and the latest complaints figures arising from the recent Public Order Events.

At the joint meeting between IPCC and CAPO, the Force reported on the latest complaints statistics and presented the psychological services provided for police officers, as well as doxing and fake news in relation to the recent Public Order Events. After the meeting, Dr Anthony Francis Neoh (Chairman), accompanied by Hon Tony Tse Wai-chuen (Vice-Chairman), Miss Lisa Lau Man-man (Chairman of Publicity and Survey Committee) and Mr Herman Hui Chung-shing (Chairman of Operations Advisory Committee), hosted a media briefing to update the public on the progress of the Thematic Study undertaken by the Council.

Sir Denis O’Conner, Chairman of IPCC’s International Expert Panel, met with journalists from four media organisations namely Ming Pao Daily News, Oriental Daily News, Sing Tao Daily and South China Morning Post to share his past experience in handling riots and protests in the United Kingdom, the activities during his stay in Hong Kong, as well as his participation and role in the Council’s Thematic Study.

In light of the recent Public Order Events (POEs), Dr Anthony Francis Neoh (Chairman), Hon Tony Tse Wai-chuen (Vice-Chairman), Miss Lisa Lau Man-man (Chairman of Publicity and Survey Committee) and Mr Herman Hui Chung-shing (Chairman of Operations Advisory Committee), accompanied by Mr Richard Yu (Secretary-General) and Mr Daniel Mui (Deputy Secretary-General, Operations), met with the media to announce the Council's intention to launch a fact-finding Study which aims to cover the POEs from 9 June to 2 July 2019.

The Police reported on the latest complaints statistics at the joint meeting between IPCC and CAPO. After the meeting, Dr Anthony Francis Neoh (Chairman), accompanied by Miss Lisa Lau Man-man (Chairman of Publicity and Survey Committee) and Mr Richard Yu (Secretary-General), met with the media in regard to the complaint cases against the Police stemmed from Public Order Events related to the proposed amendments to the Fugitive Offenders Ordinance and related legislation.

During this occasion, Dr Neoh shared his experience working with the IPCC over the past 12 months and his expectation for the Council’s future development. Miss Lau introduced an array of activities in celebration of the Council’s 10th anniversary while Mr Yu briefed the attendees on the key complaint figures and trend.

The twenty-fifth issue of the IPCC Newsletter was released. Miss Lisa Lau Man-man (Chairman of Publicity and Survey Committee), accompanied by Mr Daniel Mui (Deputy Secretary-General, Operations), hosted a media briefing to present three complaint cases which demonstrated IPCC’s meticulous examination on every complaint case to ensure fairness to both Complainants and police officers involved. The newsletter also featured an article on IPCC Youth Day 2019 cum School Programme Logo and Slogan Design Competition Award Presentation Ceremony in celebration of the Council’s 10th Anniversary, and other recent stakeholder engagement activities.
