In view of the COVID-19 pandemic raging in Hong Kong, the IPCC arranged live webcast on the open part of its Joint Meeing with CAPO, with a view to protect health and safety of attending members, journalists, staff and the public. After the Joint Meeting, Dr Anthony Francis Neoh (Chairman, second left), accompanied by Hon Tony Tse Wai-chuen (Vice-Chairman, third left), Mr Clement Chan Kam-wing (Chairman of Publicity and Survey Committee, first right) and Mr Richard Yu (Secretary-General, first left), met the media to update the public on the progress of the Thematic Study undertaken by the Council.

At the joint meeting between IPCC and CAPO, the Force gave a presentation on media liaison in riot or chaotic situations and provided an update on the latest arrangement of Police identification during protests. After the meeting, Dr Anthony Francis Neoh (Chairman), accompanied by Hon Tony Tse Wai-chuen (Vice-Chairman), Miss Lisa Lau Man-man (Chairman of Publicity and Survey Committee) and Mr Richard Yu (Secretary-General), hosted a media briefing to update the public on the progress of the Thematic Study undertaken by the Council and the latest complaints figures arising from the recent Public Order Events.

Pursuant to the demonstration of the equipment and weapons used by Anti-riot Police Officers to the Special Task Force for the Thematic Study at the Police Tactical Unit Headquarters (PTU HQ) in August, Members Mr Herman Hui Chung-shing (Chairman of Operations Advisory Committee), Ir Edgar Kwan Chi-ping (Chairman of Management Committee), Dr Eric Cheng Kam-chung (Chairman of Case Vetting Sub-group 4), Mr Clement Chan Kam-wing, Ms Ann Au Chor-kwan, Mr Alex Chu Wing-yiu, Miss Sylvia Lee Hiu-wah, Mr Johnny Yu Wah-yung and Mr Roland Wong Ka-yeung, along with Mr Richard Yu (Secretary-General) and Secretariat staff visited PTU HQ on 4 December for the latest update on the use of weapons. At this occasion, the Police introduced to Members the basic principles on use of weapons and force, the organisation of Special Tactical Contingent, as well as the various equipment provided to front line Anti-riot officers. The event was aimed to facilitate Members' examination of complaint cases and understanding of relevant Police guidelines.

In view of the recent public concern over the handling of arrested persons at San Uk Ling Holding Centre (“San Uk Ling”), Dr Anthony Francis Neoh (Chairman) led a team of 11 Council Members including Vice-Chairmen Hon Chris Cheung Wah-fung, Hon Tony Tse Wai-chuen and Hon Frankie Yick Chi-ming, Miss Lisa Lau Man-man, Mr Herman Hui Chung-shing, Mr Barry Chin Chi-yung, Ms Ann Au Chor-kwan, Miss Sylvia Lee Hiu-wah, Ms Shalini Shivan Sujanani, Mr Johnny Yu Wah-yung, Mrs Helen Yu Lai Ching-ping and Secretary-General Mr Richard Yu, as well as Secretariat representatives to examine San Uk Ling. Accompanied by Mr Kan Kai-yan, Assistant Commissioner of Police (Service Quality) of Hong Kong Police Force and representatives from Complaints Against Police Office, the IPCC delegation examined the detention facilities at San Uk Ling and a neighbouring detention centre at a Police station and discussed with the Force representatives on the procedures for escorting and handling of the arrestees.

Dr Anthony Francis Neoh (Chairman), IPCC Members and Secretariat staff paid a visit to the Police Tactical Unit Headquarters to observe a demonstration session of the Specialised Crowd Management Vehicles (“SCMVs”), commonly known as “water cannons”. Members were first briefed by the Force on the specifications and features of the SCMVs, before raising questions on different operation modes, application and operating guidelines of the vehicles.

Dr Anthony Francis Neoh (Chairman), three Vice-Chairmen and 13 Members, together with representatives from the Secretariat, met with four police staff associations, namely Superintendents’ Association (SPA), Hong Kong Police Inspectors’ Association (HKPIA), Overseas Inspectors’ Association (OIA) and Junior Police Officers’ Association (JPOA), as well as representatives from Staff Relations Group and Complaints Against Police Office to expound upon the aim, scope and legal basis of IPCC’s Thematic Study in relation to the Public Order Events from 9 June to 2 July 2019.

Dr Anthony Francis Neoh (Chairman), joined by Vice-Chairmen Hon Tony Tse Wai-chuen, Hon Chris Cheung Wah-fung and Members Miss Lisa Lau Man-man (Chairman of Publicity and Survey Committee), Mr Herman Hui Chung-shing (Chairman of Operations Advisory Committee), Mr Douglas Lam Tak-yip, SC (Chairman of Legal Committee), Mr Clement Chan Kam-wing, Mr Wilson Kwong Wing-tsuen, Ms Ann Au Chor-kwan, Mr Alex Chu Wing-yiu, Miss Sylvia Lee Hiu-wah, Mr Roland Wong Ka-yeung, as well as Mr Richard Yu (Secretary-General), conducted on-site observation of 1 July procession. The IPCC delegation, accompanied by Ms Lau Chi-wai, Edwina, Director of Management Services of Hong Kong Police Force, Mr Chung Sze-pong, Assistant Commissioner of Police (Service Quality) and representatives from Complaints Against Police Office, observed various “pressure points” along the procession route including the starting point at Victoria Park, Hing Fat Street, Central Library and adjacent areas, Causeway Road, Leighton Road, the footbridge on O’Brien Road, then walked amongst the participants of Procession along Hennessy Road to Admiralty and stopped by the Police Headquarters on Arsenal Street.

Members also met with several frontline officers who had dealt with the recent Public Order Events to better understand the Police actions planned.

The Police reported on the latest complaints statistics at the joint meeting between IPCC and CAPO. After the meeting, Dr Anthony Francis Neoh (Chairman), accompanied by Miss Lisa Lau Man-man (Chairman of Publicity and Survey Committee) and Mr Richard Yu (Secretary-General), met with the media in regard to the complaint cases against the Police stemmed from Public Order Events related to the proposed amendments to the Fugitive Offenders Ordinance and related legislation.

Miss Lisa Lau Man-man (Chairman of Publicity and Survey Committee) and Mr Roland Wong Ka-yeung were invited to attend the Service Excellence and Service Quality Award Scheme Presentation Ceremony as Members of the Adjudicating Panel. Organised by the Service Quality Wing of Police Force, the Scheme aims at encouraging creativity, innovation and active participation of officers in enhancing the professionalism and service quality of the Force.
